Project Management of Water Conservancy and Hydropower Engineering Construction

I. Overview

Project Management of Water Conservancy is a new discipline aims to comply with the development of “comprehensive management” of China's water conservancy and hydropower. This subject belongs to the first-level discipline of Hydraulic Engineering and combines basic research and applied research to adapt to new sustainable development. It also serves other disciplines such as water conservancy and civil engineering. The discipline currently has a group of young and middle-aged professors and Ph.D. student supervisors as academic leaders. Lu Youmei and other academicians are employed as scientific research consultants, and a group of teachers with doctorates as academic subject of discipline.

II. Main Research Directions:

1.The planning and management of Water Conservancy and Hydropower.

a. The planning of Water Conservancy and Hydropower. Studies on how to harness the river economically and reasonably, develop and utilize water resources comprehensively, determine the reasonable development mode, the scale of development and the attainable benefits of Water Conservancy and Hydropower projects, and draw up their suitable mode of operation.

b. Water Conservancy economy. Studies on the technical and economic problems in the planning, construction and management of Water Conservancy and Hydropower projects, including the economic means to exploit and utilize water resources (water resources fee, water price, electricity price, etc.), policies and regulations, the apportionment of investment expenses for comprehensive utilization of water conservancy pivot, and the comprehensive evaluation of Water Conservancy and Hydropower projects.

1. Water Conservancy and Hydropower Engineering. Studies on the optimization theory and methods including optimal method, multi-objective decision-making and system analysis and their application in the planning, design, management and scheduling of Water Conservancy and Hydropower projects. 

3. Managements of Water Conservancy and Hydropower projects, including the construction management, the dynamic tracking and control technology during the construction, the construction of new materials and new technology, the digital simulation technology of construction, the construction information system, construction expert system, foundation treatment and ecological soil-making technology and so on.

4. Risk analysis and management of Water Conservancy and Hydropower projects, including their risk identification, analysis and evaluation, risk monitoring, and decision-making theories and methods of risk management.

5. Safety evaluation and life diagnosis of Water Conservancy and Hydropower projects. Provide safety evaluation of a project, considering its structure, stability, seepage and so on. Diagnose the lifecycle of a project, considering its safety, engineering benefits, ecological environment and other factors.

6. Comprehensive renovation of hydraulic structures, including the new technology for the demolition of the dam, the treatment of the sediment after the dam is removed, environmental protection, resettlement of managers, and so on. The repair and maintenance of some decommissioned dam buildings, the restoration of river regime and ecology, etc.

7. Digital simulation technology of Water Conservancy and Hydropower projects. Conduct numerical simulations and forecasts of water flow, pollutant transport and the evolution of water environment in natural waters, rivers, lakes and hydraulic structures. The flood routing process is measured and forecasted so as to control the operation of hydraulic structures and provide decision support for flood control and the protection of water environment and water ecology.

III. Disciplinary team.

Currently, there are 9 doctoral supervisors, 13 professors and 9 associate professors. With a solid academic foundation and a wide range of professional knowledge, we have now formed a high-quality academic team mainly composed of young and middle-aged professors and doctorates.

IV. Personnel training.

The discipline trains high-level talented persons in the field of the project management of the Water Conservancy and Hydropower. They can master the current trend of Water Conservancy and Hydropower and carry out researches through the skilled application of the theory of modern technology and advanced calculation methods as well as the experimental techniques. They have the ability to solve key technical problems in the Water Conservancy and Hydropower development. They can read foreign literature of their major, have good ability of writing in foreign languages and conducting international academic exchanges.

In order to meet the needs of China’s socioeconomic developments, the discipline has a solid and broad basic theory, systematic and in-depth professional knowledge and necessary engineering practice. After graduation, they can be well qualified for teaching, scientific research, planning, design and management and so on.

V. The development prospect of the subject.

Large-scale constructions of Water Conservancy and Hydropower in developed countries have been completed, and the focus has been transferred to project management. Due to long-standing problems of viewing construction as better than management, China has comparatively weak management of water conservancy project, and and the aging of water conservancy project is serious. The basic principle of the development of water conservancy and hydropower in China is to plan as a whole, implement it step by step, pay equal attention to construction and management, and make comprehensive regulation. In the future, the emphasis of Water Conservancy and Hydropower in China will be transferred to the project management step by step. The subject will give full play to its advantages, undertake more scientific research and engineering projects, provide technical supports for national engineering construction and management, and train a number of high-quality doctoral and master's students.
